南充：为吸引流量，男子造谣被抓！

2024年4月2日，四川省南充市蓬安县公安局网安大队破获一起网络谣言案件，根据《中华人民共和国治安管理处罚法》第二十五条之规定，依法对制作、发布网络谣言的龚某给予行政处罚，并删除了相关不实信息。

3月29日，蓬安二中相关负责人向当地警方报案称，“今日头条”“抖音”等平台有“自媒体”发布短视频，标题为“四川南充蓬安第二中学跳楼学生刘雅婷写给全体教师的一封信，可怜的孩子一路走好”，经校方核实，该校并无学生“刘雅婷”且未发生相关事件。

接警后，蓬安公安迅速组织网警进行调查，位于成都市郫都区的龚某具有较大嫌疑，于4月2日上午对其进行传唤。询问过程中，龚某对其违法行为供认不讳，<span style="color:#ff0000;"><strong>承认自己当时在网上看到相关文字信息后，在未经证实的情况下，为了通过本人“自媒体”账号博取眼球、吸引流量，使用短视频剪辑软件，采用AI“文生视频”功能生成并在多个平台发布了谣言内容。</strong></span>该视频配文“全家人只有我吃小灶，父母一个鸡腿炖几个土豆，肉妈妈总要挑到单独的碗里给我吃……”“希望转发，大家齐心一点，看到就转到你的朋友圈，别当和自己没关系”等煽情语句，挑动网民情绪，引发网友对该县教育部门和学校强烈抨击。

近年来，随着移动互联网和AI（人工智能）技术快速发展，网络信息爆发式增长，流量经济催生大量不良“自媒体”编造信息、视频造假。许多网络谣言具有较强迷惑性，不仅传播了错误的价值观念，甚至破坏社会信任、扰乱社会秩序。

“这类谣言多为旧谣新炒，早在2017年，该内容就被冠以各地二中在网上出现，各地也纷纷辟谣。”蓬安县公安局网安大队大队长郑棚芝说，去年9月网上传播蓬安二中学生被拐，并声称“这是器官移植合法化在中国地面的器官准备行动”，导致众多家长转发进而引发社会恐慌，蓬安网警核查系谣言后并通过官方第一时间发布了辟谣信息、稳定了群众情绪。

《中国网络视听发展研究报告（2024）》显示，截至2023年12月，我国网络视听用户规模达10.74亿人，网民使用率达98.3%。“由于一些网络社交平台账号注册门槛较低、信息发布门槛较低、网络评论门槛较低，催生了一系列‘网红’通过博眼球、吸流量的手段，发布行为不当、‘三观’不正、内容不实、影响不良的短视频。”蓬安县公安局政治处主任曾鑫介绍，这些视频在青少年群体中容易引发“羊群效应”和“破窗效应”，对未成年人健康成长和社会健康发展带来了一些负面消极影响。
