5px;margin-bottom: 10px;"><strong>一是坚持在基层党建上夯基础。</strong>强化责任落实，各党组织主要负责同志要始终牢记党的书记“第一身份”、抓好党建“第一任务”、从严治党“第一责任”；强化制度落实，严格落实“三会一课”、组织生活会等制度要求，努力增强基层党组织的凝聚力、向心力；强化改革落实，健全党务工作机构，充实党务工作力量，确保党组织领导的校长负责制落实到位、运行良好。</p><p style="text-indent: 2em;line-height: 1.75em;margin-top: 5px;margin-bottom: 10px;"><strong>二是坚持在从严治党上担主责。</strong>强化警示警醒，筑牢思想防线，组织召开落实“两项建议”动员大会，督促干部职工切实做到知敬畏、存戒惧；完善防控体系，筑牢风险防线，研究出台《南充市严明师德“十条禁令”》等系列文件，对师德师风、考试招生等关键事项和领域，开展风险点排查，建立风险点防控工作清单；加强执纪问责，筑牢纪律防线，要坚决保持惩贪治腐高压态势，坚持有案必查零放过、有贪必肃零容忍、有腐必反零姑息，确保系统风清气正。</p><p style="text-indent: 2em;line-height: 1.75em;margin-top: 5px;margin-bottom: 10px;"><strong>三是坚持在意识形态上强引导。</strong>坚持落实责任，强化领导力，坚持党管网络意识形态工作不动摇；坚持立德树人，守好主阵地，做好培根铸魂工作，打好学生人生底色，扣好学生人生第一粒扣子；强化舆论引导，把牢话语权，及时分析研判苗头性、倾向性问题，及时预警处置网络舆情。</p><p style="text-indent: 2em;line-height: 1.75em;margin-top: 5px;margin-bottom: 10px;"><strong>四要坚持在引领业务上促融合。</strong>要坚持围绕业务抓党建、抓好党建促业务，强化党建引领保障作用，努力实现党建工作与业务工作互促共赢。依靠党建强队伍，确保建设一支师德高尚、业务精良、学生爱戴、家长信赖的教师队伍；依靠党建抓改革，狠抓“双减”工作落地落实，建立健全长效机制，持续完善市域基础教育质量评价体系，稳步推动新中考、高考改革；依靠党建促发展，坚决把党员干部的心思和精力集中到抓发展、干工作、谋跨越上来，要打造区域教育体育中心特色，全面提升教育体育竞争力、辐射力、影响力。</p><p
