<span style="font-size: 16px;letter-spacing: 2px;">（二）可行性。建议项目应立足我市实际，具备一定社会需求及实施条件，具有可行性、可操作性，一般应在当年立项、当年完成、当年见效。</span>

<span style="font-size: 16px;letter-spacing: 2px;">（三）全局性。建议项目应是人民群众普遍关注、亟待解决的问题，以及社会管理、公共服务等领域亟待完善的事项。</span>
