style="text-indent: 2em;"><span style="font-size: 15px;">根据《中华人民共和国安全生产法》《通用航空飞行管制条例》《升放气球管理办法》《南充高坪机场净空及电磁环境保护管理办法》等法律法规和规范性文件要求，现将升放气球活动安全管理有关事项通告如下：</span></p><p style="text-indent: 2em;"><span style="font-size: 15px;">一、本通告所称气球，包括无人驾驶自由气球和系留气球。无人驾驶自由气球是指无动力驱动、无人操纵、轻于空气、总质量大于4千克自由漂移的充气物体。系留气球，是指系留于地面物体上、直径大于1.8米或者体积容量大于3.2立方米、轻于空气的充气物体。</span></p><p style="text-indent: 2em;"><span style="font-size: 15px;">二、升放气球须取得《升放气球资质证》，并按规定经县级以上气象主管机构审批同意后，方可升放。严禁无资质的单位、个人未经审批升放气球。</span></p><p style="text-indent: 2em;"><span style="font-size: 15px;">三、南充市高坪机场净空保护区域内禁止升放无人驾驶自由气球或者系留气球。</span></p><p style="text-indent: 2em;"><span style="font-size: 15px;">南充市高坪机场净空保护区域是指机场跑道中心线两侧各15公里，跑道端外各20公里所合围成的近似矩形区域。具体覆盖以下区域：顺庆区城区街道（北城、中城、西城、东南、舞凤、华凤、新建、和平路、潆溪、荆溪、西山、搬罾）及金台镇、新复乡；高坪区城区街道（小龙、龙门、白塔、清溪、青莲、都京、螺溪、老君）及江陵、擦耳、青居、东观、长乐、会龙镇；嘉陵区城区街道（火花、文峰、都尉、西兴、南湖）及曲水、一立、世阳、双桂镇；蓬安县龙蚕、正源、利溪镇。</span></p><p style="text-indent: 2em;"><span style="font-size: 15px;">四、升放气球单位和升放气球活动主办单位（个人）要切实履行安全主体责任。经审批许可的升放气球活动，升放气球单位应根据县级以上气象主管机构批准的时间、地点、数量、范围等进行，按照安全要求和技术规范实施，杜绝违章操作。升放气球活动现场必须设置安全警示标志并安排专人值守，遇有异常情况应及时报告和处理。</span></p><p style="text-indent: 2em;"><span style="font-size: 15px;">五、对于无资质或未经审批擅自开展升放气球活动、升放气球无专人值守等行为，气象主管机构将会同有关部门进行严肃查处。造成重大事故或者严重后果的，依照相关法律法规规定追究刑事责任。</span></p><p style="text-indent: 2em;"><span style="font-size:
