营山县劳模助残增收创新示范基地建设成效好

normal;box-sizing: border-box;">“营山县劳模助残增收创新示范基地”位于骆市镇竹林社区、小蓬社区、圣水村。该基地以“全国劳模王兰辉”名字命名，以“王兰辉劳模和工匠人才创新工作室”牵头，与相关劳模工作室联盟，于2020年3月创建。</p><p style="text-indent: 2.3571em;text-align: justify;white-space: normal;box-sizing: border-box;">工作室各位劳模用心用情、创新探索实践“三三机制”，积极开展“以残助残、帮残、带残”基地建设。两年多来，他们进村入户、深入示范基地内385户残疾人家庭（ 其中精准贫困户、低保户56户）摸实情，量身定制残疾人家庭个性化帮扶服务方案。外引内联积极争取帮扶物资、资金，积极落实各种惠残政策，让基地内有愿意、有条件参与建设的280户残疾人平均每年增收3200元以上。示范基地建设取得明显成效，残疾人家庭获得感、幸福感明显增强。</p><p style="text-indent: 2.3571em;text-align: justify;white-space: normal;box-sizing: border-box;"><strong style="box-sizing: border-box;">创新“三新”增收机制</strong>。一是增收新项目，选择性价比高的高粱规模种植，以残疾人王建春创办的春芳农牧专业合作社、酒厂为依托，采用“订单回收产品”方式，解决销售难和本地原料短缺的问题，产加销发展增收；二是推广各类新品种，主要有黑玉米、黄精、偃北黄瓜、韩国萝卜、中科三号鲫鱼等种养业新品种，有效提高了产量和品质，综合效应拓展增收；三是拓宽销售新渠道。通过建立微信群、对接电商公司、县城蔬菜销售商，增加了产品销量和效益，多种渠道保障增收。</p></section></section><section border-box;">创新“三代”服务机制</strong>。一是针对部分残疾人缺劳力、缺技术问题，对高粱、蔬菜苗采取“代育”服务；二是对养鸡圈舍、鱼塘设施设备损毁的实行“代建”服务；三是对高粱虫害防治困难的由组建专业队伍进行“代管”服务。既解决部分残疾人想干又不能干好的问题，又降低了生产成本，增加效益。</p></section></section><section border-box;">创新“三结合”帮扶机制</strong>。一是“扶志与扶智”相结合。采取残疾劳模现身说法、励志教育与专项技术培训赋能，增强发展的信心；二是“技术与物资”相结合。实现帮扶发展项目与技术紧密结合培训，达到学之用之、用出效果的目的；三是“激励与绩效”相结合。对生产发展好、示范效果好的残疾人优先推荐到有关部门表彰奖励，优先纳入相关部门到基地开展慰问的对象。</p></section></section><section
