style="font-size:16px;">会议指出，落实“两个责任”工作是捍卫“两个确立”、践行“两个维护”的具体行动，是落实食品安全“四个最严”的重要制度成果，各级党委和政府、食品生产经营主体要明确指导思想、明确工作目标、明确工作任务、明确工作职责，切实压紧压实属地管理责任和企业主体责任，确保找得到人、查得清事、落得了责。</span></p><p><br/></p><p style="font-size:16px;">两个责任”工作机制是贯彻食品安全“党政同责”要求的有力举措，地方党委政府要严格落实属地管理责任，完善地方党委和政府负总责、主要负责人是第一责任人的食品安全责任制。经营主体要压紧压实企业主体责任，建立健全食品安全管理制度，对食品安全风险的精准防控。</span><strong><span style="font-size: 16px;color: #074989;">二是要吃透精神，明确“做什么”。</span></strong><span style="font-size:16px;">要主动“对标”、找准“坐标”、咬定“目标”，地方党委政府要落实“四层干部包四级主体”，即市、区、乡、村四层领导干部分别包保A、B、C、D四级食品生产经营主体，完成“三清单一承诺”，即责任清单、任务清单、督查清单、食品安全责任与任务承诺书。企业主体要实行“两配备”，即配备相适应的食品安全总监、食品安全员等食品安全管理人员。</span><strong><span 推动食品安全属地管理责任落地落实的意见》精神进行了传达。要求各乡镇(街道)一是要组织对本行政区域食品生产经营主体分布、规模、业态等进行全覆盖摸底调查，细化包保主体分级标准;二是要明确乡、村两级包保干部范围，组织建立乡、村两级包保主体台账，明确联系人，确定乡、村两级包保干部，实行台账管理;三是要尽快建立“三清单一承诺”，按照分层分级、层级对应要求，组织建立乡、村两级责任清单和任务清单，组织包保干部同本级党委或政府、村支部(村委会)主要负责人签订《食品安全责任与任务承诺书》，并逐级上报上级食安办备案。</span></p><p><br/></p><p
