15px;">幸福水库的整改成效，离不开市县两级的高度重视和立行立改。在接到中央第五生态环境保护督察组移交的信访件后，市委、市政府主要领导先后召开会议研究部署幸福水库问题整改工作，市政府分管领导第一时间现场办公，认真核实信访件反映问题，督导边督边改工作。营山县在接件30分钟内，即组织召开案件研判专题会，分析案件情况，逐一明确案件责任领导、责任单位和责任人员，确保案件办理工作不落空、不打折。</span></p><p><br/></p><p 15px;">“在水源地捕鱼”“造成该水源地水质不达标”情况不属实，接件后，工作专班的调查人员通过走访当地群众和营山县幸福水库管理局日常监管人员，均反映未发现水库一级保护区内有捕鱼现象，偶尔发现二级保护区有人垂钓，均及时进行了驱离。关于水质，根据2019年至今水源地水质在线监测和水质例行监测数据显示，该水库水质稳定达到地表水Ⅲ类，达标率为100%。</span></p><p><br/></p><p 15px;">“若有破坏隔离设施、非法捕鱼、违规种植等行为发生，工作人员第一时间便能发现。”营山县幸福水库管理局副局长付悝说，该局还将购置1台无人机、增设1艘电动巡逻船和8个太阳能视频监控摄像头，组建专职巡查队伍，采取“人防+技防”的方式，坚决遏制种植、捕鱼、垂钓等行为，实现水库饮用水水源地巡查无盲区、监管见实效。</span></p><p><br/></p><p 15px;">在当地，群众对信访件办理及问题整改情况也纷纷表示满意。“通过党委政府的宣传教育，我立即退出了耕种。”营山县清水乡清水湖社区一位居民说，以前不知道饮用水水源地保护区不能耕种，所以犯了错误。以后，不仅自己要作好表率，还要向亲戚朋友搞好宣传，保护大家的饮用水水源地。</span></p><p><br/></p><p style="line-height: 15px;">据了解，为了保护好群众的“水缸子”，营山县在该信访件按时办结的同时，还举一反三，推动类似问题整改。该县以本次问题整改为契机，对中央、省级生态环境保护督察及长江经济带生态环境问题排查反馈的48个饮用水水源地问题开展整治“回头看”。截至目前，当地排查发现问题7个，已整改销号6个，1个基本完成整改。通过举一反三，确保排查不留死角、整治全面到位。</span></p></section></section></section></section></section><p><br/></p><section
