1px;">当时，蒋介石声称，倚仗国民党的军事优势，“一定能速战速决”。国民党军队参谋总长陈诚甚至扬言，“也许三个月，至多五个月，即能整个解决”中共领导的人民军队。</span></section><section style="text-indent: 2em;margin-bottom: 15px;line-height: 1.75em;max-width: 100%;box-sizing: 1px;">国民党政府统治着约占全国76%的面积、3.39亿人口的地区，控制着几乎所有的大城市和绝大部分铁路交通线，拥有全国大部分近代工业和人力、物力资源；解放区的土地面积只约占全国的24%，人口约1.36亿，近代工业很少，基本上依靠传统的农业经济。</span></section><section style="text-indent: 2em;margin-bottom: 1px;">毛泽东不同意苏联领导人对形势所作的悲观估计和“不准革命”的错误主张，他坚定地指出：“我们必须打败蒋介石，因为蒋介石发动的战争，是一个在美帝国主义指挥之下的反对中国民族独立和中国人民解放的反革命的战争；我们能够打败蒋介石，因为人民解放军的战争所具有的爱国的正义的革命的性质，必然要获得全国人民的拥护。这就是战胜蒋介石的政治基础。”</span></section><section 1px;">同年8月，毛泽东在《和美国记者安娜·路易斯·斯特朗的谈话》中提出了“一切反动派都是纸老虎”的著名论断，明确指出：“原子弹是美国反动派用来吓人的一只纸老虎。”“决定战争胜败的是人民，而不是一两件新式武器。”“看起来，反动派的样子是可怕的，但是实际上并没有什么了不起的力量。从长远的观点看问题，真正强大的力量不是属于反动派，而是属于人民。”这些论述极大地增强了全党、全军和广大人民打败中国反动派的决心和信心。</span></section><p 1px;">怎样才能打败国民党的军事进攻？中共中央指出：在政治上，“为着粉碎蒋介石的进攻，必须和人民群众亲密合作，必须争取一切可能争取的人”。在农村中，要坚定地解决土地问题，依靠贫农、雇农，团结中农，并区别对待一般富农、中小地主和汉奸、豪绅、恶霸，进一步巩固各解放区，使战争获得源源不断的人力和物力支持。</span></p><p style="text-indent:
